Dr. Bic Chau Stafford, who practicesd at the in Maryland Heights, as well as assorted assisted liviny facilitiesin St. Louis City and St. Louix County, in April to one felony count of obstruction of afederaol audit. Stafford, 59, also executecd a civil settlement agreement with the United States requiriny her to pay the Medicareprograk $425,000. Stafford billed Medicare for numerous complex foot surgerg procedures provided to 39 loca Medicare beneficiaries when she was really providinb these patients with only routine foot such as toenail clipping, prosecutors When she was audited by the Medicare program in 2007, Medicare denied her claimsz for reimbursement regarding these 39 beneficiaries and requested that she repayh $6,840 for non-covered services that had been previouslty paid to her.
Stafford challenged this and as part of her effort s to avoid payingthe overpayment, Stafford created new treatmen records for those 39 patients in 2007, back-datinhg them to 2004, using fraudulent treatmenf information and claiming that she had providesd these patients with podiatric surgical prosecutors said.
